The Board of Governors met in special session in the George Watts Hill Alumni

Center on the campus of the University of North Carolina at Chapel Hill, on April 12, 1996, at

9:30 a.m. Mr. Neill, the chairman, presided.

INVOCATION

The board observed a moment of silence in memory of Secretary of Commerce

Ron Brown and his colleagues who were fatally injured in a recent aircraft accident. Mr. Close

gave the invocation.
