This tool can be used and scored directly on the web.  It is designed for evaluating district progress in using technology to support teaching and learning.

School Technology and Readiness Report: From Pillars to Progress.  CEO Forum on Education and Technology, 1997.
This report includes the STaR assessment tool.

Technology in American Schools: Seven Dimensions for Gauging Progress.  Milken Exchange on Education Technology, 1998.
